Hi Chris,
As I recall, the top wall was about 3 to 4 feet above the lower breakwater. As a foot note I flipped this image left to right as it seemed to visually read better this way around.

Chris,
The photo was taken from the royal Victoria Dock footbridge. That's a good viewpoint for Canary wharf.
